You will join a large public-sector organization undergoing a broad digital and organizational transformation. A dedicated Digital Transformation Office drives this journey, aligning IT, data, and innovation initiatives with strategic objectives, budgetary constraints, and regulatory frameworks.

Within this context, the organization is strengthening how IT demand is captured, analyzed, and prioritized, to ensure that public investments deliver maximum value, transparency, and impact.

As a Strategic Demand Analyst, you operate at the intersection of business, IT, finance, procurement, and architecture. Your role is to structure, analyze, and prioritize IT-related initiatives so that leadership can make informed, objective, and timely decisions.

Responsibilities

  • You analyze and clarify business requests that require IT involvement, ensuring scope, objectives, and dependencies are clearly understood.
  • You assess how initiatives align with strategic priorities, transformation goals, and organizational mandates.
  • You evaluate feasibility, sustainability, risks, and added value of proposed initiatives from a business, technical, and operational perspective.
  • You prepare lightweight but robust business cases covering costs, benefits, impacts, and risks.
  • You ensure initiatives fit within available budgets, public procurement constraints, and organizational capacity.
  • You analyze, regroup, and re-prioritize existing initiatives and portfolios to improve coherence and efficiency.
  • You prepare decision files and support governance bodies such as demand or portfolio boards.
  • You collaborate closely with PMO, Procurement, Architecture, Finance, and IT teams to gather and validate inputs.
  • You ensure transparency, consistency, and comparability across all initiatives under review.
  • You contribute to improving demand management practices in a pragmatic and scalable way.

What are we looking for?

  • You have strong analytical and conceptual reasoning skills and can structure complex information clearly.
  • You understand digital transformation challenges, IT environments, and enterprise-level decision-making.
  • You are comfortable performing cost-benefit analyses, effort estimations, and scenario evaluations.
  • You can translate complex analyses into clear, actionable insights for senior decision-makers.
  • You demonstrate critical thinking, objectivity, and independence of judgment.
  • You are comfortable working in complex, multidisciplinary, and evolving environments.
  • You have experience with business analysis, portfolio management, or strategic IT planning.
  • You work fluently in either Dutch or French and have a solid understanding of the other language.
  • You have a good working knowledge of English.
