You will join a large-scale public services IT transformation program focused on redefining how IT operates, governs itself, and manages budgets in a complex public-sector environment. The mission sits at the heart of a broader digital transformation initiative aimed at strengthening the IT Operating Model, improving governance, and bringing clarity to how IT activities and budgets are structured across run, change, and projects.
In this role, you act as a senior sparring partner to internal leadership. You help structure analysis, shape options, and prepare clear decision material that enables informed choices at management and steering committee level. This is a strategic, hands-on project management role with strong exposure to senior stakeholders.
What you’ll do
- You support and structure the IT transformation trajectory end to end, in close collaboration with internal project leadership and the PMO.
- You analyse the current “as-is” IT organisation across domains such as support, development, platforms, architecture, and security, and translate operational reality into clear recommendations for a future-fit IT Operating Model.
- You design and document proposals for IT governance, including roles, decision bodies, and information flows, and help structure IT budgets across run, change, and project dimensions with clear ownership boundaries.
- You prepare decision-ready materials for internal governance bodies, including concise notes, visuals, options, and impact analyses tailored to non-technical stakeholders.
- You support transversal coordination across workstreams and working groups, helping translate decisions into concrete next steps and execution support.
- You identify and propose pragmatic quick wins to improve role clarity, organisational efficiency, and tool rationalisation.
- You co-create solutions closely with internal IT experts such as architects, platform leads, and support and development teams, ensuring proposals are grounded in operational reality and transferable to the organisation.
What are we looking for?
- You have a minimum of 15 years of experience in IT, preferably within a complex public organization.
- You possess substantial experience in managing strategic IT projects and organizational transformation programs.
- You demonstrate proficiency in analyzing and structuring IT organizations into coherent Operating Models.
- You have experience in budgeting and categorizing IT activities (maintenance, development, transformation).
- You bring expertise in stakeholder management across various domains.
- You have experience with Target Operating Models in ICT environments.
- You have a background in IT audits and improving processes based on frameworks like ITIL.
- You have successfully implemented maturity trackers and improvement trajectories.
- You possess excellent communication skills, capable of simplifying complex IT topics for non-technical stakeholders.
- You hold knowledge, ideally with certifications in Prince2, Agile/Lean, Prosci ADKAR Change Practitioner, and ITIL.
- You demonstrate analytical, diplomatic, and results-oriented soft skills.
- You have experience in the Belgian public sector, with a preference for those familiar with federal transformation contexts.
- You are proficient in French, Dutch, and English.
