You lead several business-critical digital projects that support investigative processes, citizen services, and regulatory change. You work across functional teams to translate operational needs into effective IT solutions, coordinate delivery, and ensure adoption in the field. You manage complex stakeholder landscapes and contribute to modernising digital tools used by frontline teams.
Your responsibilities include:
Project Leadership
- Manage the full lifecycle of multiple projects, from scoping to delivery and change management.
- Drive regulatory and government-related IT initiatives and ensure compliance throughout.
- Prepare and maintain planning, risk management, reporting, and performance dashboards.
Analysis & Solution Design
- Capture business needs and translate them into functional and technical specifications.
- Evaluate solution options, coordinate with internal teams and external partners, and secure alignment.
- Perform DPIAs and ensure all solutions meet data protection and regulatory requirements.
Delivery & Stakeholder Coordination
- Coordinate multidisciplinary teams (business, IT, vendors), ensuring clear roles, timelines, and deliverables.
- Facilitate workshops, validate functional designs, and manage testing and user validation.
- Support incident handling, continuous improvement, and knowledge transfer.
User Adoption & Change Management
- Prepare users for new ways of working and provide training where needed.
- Drive structured change management across diverse operational environments.
What are we looking for?
- Solid experience managing business and IT projects in complex or regulated environments.
- Strong capability in requirements analysis, functional design, and UML modelling.
- Good understanding of SQL, relational databases, and common integration patterns.
- Experience with Agile/Scrum project delivery and tools such as Jira, GitLab, and Jenkins.
- Comfortable working with mixed technical stacks (Linux/Windows environments, PHP/JavaScript, MySQL/PostgreSQL, shell scripting).
- Ability to lead multidisciplinary teams, coordinate stakeholders, and facilitate workshops.
- Excellent communication skills in French (native level) and English (professional).
- Knowledge of public-sector processes or justice/law enforcement environments.
- Experience conducting DPIAs and managing GDPR-driven requirements.
- Familiarity with legacy system modernisation and high-availability operational tools.
