We are looking for a senior Product Owner who can define and deliver digital products that support mission-critical operations. You work at the intersection of business needs, user expectations and technical constraints, and ensure that every release adds measurable value. You collaborate with external development partners, internal IT teams and operational stakeholders, and you translate complex business processes into clear functional requirements and a well-prioritized backlog.
This role requires strong ownership, analytical thinking and deep familiarity with public-sector or safety-critical environments.
Shape the Product Vision
- You develop a clear product vision and roadmap that reflects business priorities and operational realities.
- You translate strategy into concrete features and make sure all stakeholders understand the direction and impact of upcoming releases.
Turn Needs into Requirements
- You gather input from users, analysts and technical teams, and translate it into user stories, acceptance criteria and functional documentation.
- You make sure requirements are complete, unambiguous and ready for development.
Own and Prioritise the Backlog
- You maintain a structured, transparent and continuously refined backlog.
- You break down complex features into incremental deliverables, prioritise according to value and urgency, and ensure the team always works on what matters most.
Act as the Central Point of Contact
- You coordinate between stakeholders, external suppliers and internal technical teams.
- You clarify assumptions, remove blockers and ensure that expectations remain aligned throughout all development stages.
Ensure High-Quality Delivery
- You follow up on sprints, releases and deliverables.
- You verify that functionality meets agreed specifications, support testing and documentation, and ensure that the end product is intuitive, valuable and aligned with user needs.
What are we looking for?
Product Ownership & Delivery
- 3+ years of experience as a Product Owner or product manager for digital or software products
- Bachelor’s degree or equivalent experience
- 8+ years working in Agile environments and with Agile delivery teams
- Solid understanding of SDLC, integration points, APIs and application architectures
- Strong ability to define requirements, make prioritisation decisions and manage product complexity
Domain Expertise (Mandatory)
- Proven experience working in the public sector
- Proven experience within a police organisation in the last 3 years
- Experience with police processes and ideally police applications in the last 3 years
- Hands-on experience with application delivery (evaluation, testing, documentation) within the last 3 years
- Knowledge of systems such as ISLP, Feedis or GES is an asset
Tools & Methods
- 8+ years of experience with Jira for backlog and release management
- Expert knowledge of BPMN for business process modelling (8 years)
- Experience with UML-based database modelling (4 years)
- Strong MS Office skills (documentation, presentations, reporting)
Communication & Stakeholder Management
- Excellent communicator who can align diverse stakeholders
- Experience presenting product updates, leading workshops and supporting user adoption
- Fluent in Dutch and French (B2), strong working knowledge of English
Analytical & Problem-Solving Skills
- Ability to interpret operational needs, user feedback and data
- Strong problem-solver who proactively identifies risks, gaps or opportunities
