You lead the governance, strategy, delivery, and operational performance of the organisation’s IT infrastructure landscape. You shape the multi-year roadmap, steer complex programmes, and ensure availability, security, compliance, and value creation across all digital services. You work closely with business stakeholders and executive leadership, and you drive a culture of continuous improvement.
Your responsibilities include:
IT Governance & Strategy
- Define and evolve the enterprise architecture and multi-year investment roadmap (CAPEX/OPEX).
- Establish IT governance frameworks covering risk management, cybersecurity, lifecycle/obsolescence, and architecture control.
- Implement and maintain business continuity and disaster recovery capabilities (BCP/DRP).
- Structure and prioritise the investment portfolio based on value, risk, and capacity.
- Build and operate a robust PMO framework with clear reporting, KPIs, risk matrices, and steering mechanisms.
- Oversee delivery of complex infrastructure and digital transformation programmes from design to operationalisation.
Delivery & Operational Performance
- Lead production, industrialisation, and service management processes.
- Ensure quality and compliance with certifiable standards (ISO 9001, EN50126).
- Implement continuous improvement loops (audit, CAPA, SLA/OLA management, service quality, internal customer satisfaction).
- Coordinate supply chain, support operations, and vendor interactions to guarantee reliability and performance.
What are we looking for?
- Master’s degree (IT, engineering, management or equivalent experience).
- 10+ years’ experience in IT leadership roles with proven delivery in infrastructure, governance, and programme management.
- Expert-level experience in programme and project management.
- Strong experience with risk management, quality management, supply chain/service management, and stakeholder management.
- Experience with public administration or public-sector environments.
- Familiarity with public procurement processes.
- High-level understanding of IT infrastructure domains and lifecycle management.
- Excellent command of French, strong working proficiency in English.
- Proven ability to lead transformation, manage crises, negotiate priorities, and align diverse stakeholders.
- Experience implementing or auditing standards such as ISO 9001, EN50126, ISO 27001.
- Previous leadership experience in a university or academic IT environment.
- Strong delivery background in digitalisation or resilience programmes.
