You will lead a strategic digital initiative to modernise a widely used public mobile application that provides weather information to citizens across Belgium. The current application, in use since 2016, is built on an outdated and unsupported technology stack. Your mission is to drive the full reimplementation of the mobile application, including a complete redesign of the UI and a rebuild of the codebase. The target architecture is cross-platform, supporting both Android and iOS, with React Native as the preferred technology.
This is a high-visibility project in a public-sector context, with strong expectations around quality, governance, and stakeholder alignment.
Your Role
- As Senior IT Project Manager, you take full ownership of the end-to-end delivery of the new mobile application.
- You structure the project, align stakeholders, and ensure execution from concept to go-live, while safeguarding quality, timelines, and budget.
- You work closely with technical teams, UX/UI designers, external suppliers, and public-sector stakeholders to ensure the solution is robust, accessible, and future-proof
- You define the project scope, roadmap, milestones, and delivery approach.
- You lead planning, budgeting, and resource management across all project phases.
- You coordinate internal teams and external suppliers involved in mobile development and UX/UI.
- You apply Agile/Scrum practices and ensure structured documentation using UML and BPMN where relevant.
- You manage risks, dependencies, and quality throughout the project lifecycle.
- You ensure alignment with public-sector constraints, governance, and reporting requirements.
- You actively manage stakeholders and communicate clearly on progress, risks, and decisions.
- You ensure the final solution meets performance, accessibility (e.g. WCAG), and usability standards.
What are we looking for?
- You have proven experience as an IT Project Manager, leading complex digital or application projects.
- You have a strong affinity with mobile technologies and understand mobile app delivery challenges.
- You have experience working with Agile / Scrum methodologies.
- You are comfortable working in a public sector or government environment.
- You have solid experience in planning, resource management, risk management, and quality assurance.
- You are experienced in stakeholder management, supplier follow-up, and structured reporting.
- You communicate clearly and confidently with both technical and non-technical stakeholders.
- You are comfortable operating in environments with formal governance and compliance expectations.
- You have an active working knowledge of Dutch and English and a passive knowledge of French.
