Our client, a large public-sector organization operating complex transport and execution systems, is seeking a Senior Program Manager to lead large-scale digital platform programs within a mission-critical operational domain. The role focuses on driving predictable delivery across mobile, cloud-native, web, and legacy-integrated platforms in a complex, multi-team environment.
This is a hands-on delivery leadership role combining program management, agile-at-scale orchestration, and active flow optimization rather than a purely coordinating or reporting position.
Responsibilities:- Lead end-to-end delivery of large digital programs spanning multiple teams, vendors, and technologies.
- Translate strategic objectives into clear delivery roadmaps, milestones, and execution plans.
- Own delivery commitments across scope, timelines, dependencies, and outcomes.
- Continuously analyze delivery flow to identify bottlenecks, delays, and structural inefficiencies.
- Actively chase dependencies, decisions, and ownership to maintain delivery momentum.
- Orchestrate cross-team collaboration using agile-at-scale or Release Train–inspired practices.
- Prepare and support steering committees with clear decision options and delivery impact assessments.
What are we looking for?
- You have a minimum of 10 years of experience in program, project, or portfolio management within complex IT or digital environments.
- You bring proven experience leading multi-team or multi-project programs with significant cross-functional dependencies.
- You have demonstrated leadership in transformation and change initiatives, beyond classical project execution.
- You possess strong experience working with executive or C-level stakeholders.
- You have hands-on experience in Agile, scaled Agile, or hybrid delivery environments.
- You demonstrate maturity in agile-at-scale or Release Train–like orchestration models.
- You hold a Master’s degree, Executive Master, or equivalent senior professional experience.
- You are fluent in Dutch, French, and English.
Nice to Haves
- Experience delivering digital platforms combining mobile applications, cloud-native systems, and legacy integrations.
- Exposure to Microsoft Azure–based platforms.
- Experience operating in regulated or legacy-heavy environments.
- Strong ability to balance delivery governance with execution agility.
