We are seeking an experienced Program Manager to oversee complex software delivery projects in the domain of operational planning and competencies. You will manage programs end-to-end — from scoping and stakeholder alignment through implementation and reporting — ensuring delivery on scope, time, budget, and quality. This is a senior leadership role with significant impact on the digital transformation of operational planning and scheduling processes.
Key Responsibilities
- Own the program from initiation to completion, ensuring alignment across functional, architectural, business process, and financial dimensions.
- Consolidate stakeholder input, validate program scope, and define staffing needs and implementation strategies.
- Monitor and manage progress across multiple projects and teams.
- Provide transparent and concise reporting to boards and stakeholders.
- Demonstrate leadership by promoting professionalism, respect, openness, and collaboration.
- Apply and adapt project management frameworks (PM², PMBOK, SAFe, Agile) to the program context.
- Ensure quality delivery through a solid understanding of SDLC, DevOps practices, and underlying infrastructure.
- Negotiate effectively across different organizational levels to drive decisions and lasting agreements
What are we looking for?
- 10+ years of experience as a Program Manager for software delivery projects.
- At least 8 years of proven experience with planning and scheduling software implementations.
- Expertise in rail/transport infrastructure and timetabling; interfacing with infrastructure providers and external operators using international standards.
- Minimum 5 years of experience with SAP implementation and interfacing, especially SAP HR and SAP PM/MM modules.
- Strong knowledge of project/program management frameworks and tailoring them to context.
- Solid understanding of SDLC and DevOps.
- Positive, constructive, and collaborative leadership style; able to balance detail orientation with helicopter view.
- Excellent communicator, skilled at simplifying complex information.
- University degree in ICT, electronics, or equivalent through experience.
- You possess professional proficiency (C1) in Dutch, French, and English.
What do we offer?
Location: Brussels hybrid with 2 days onsite per week minimum; flexibility to work abroad when required.
Contract: Freelance or Permanent, full-time.
