You will join a large public service organization undergoing a broad HR transformation to support its long-term people and talent strategy. The HR teams you will work with are responsible for core HR policy domains including payroll and benefits, job classification and job families, performance management, talent development, and succession planning. These initiatives are critical to ensuring fair, transparent, and future-proof HR processes that support both operational continuity and strategic workforce planning. 

Role Description

  • You lead and coordinate large-scale HR transformation initiatives covering reward, performance, pensions, and talent management.
  • You take end-to-end responsibility for multiple strategic HR programs, from preparation and design through implementation and go-live.
  • You manage complex, multi-stakeholder projects involving HR, IT, Finance, Communication, and external partners.
  • You actively contribute as an HR domain expert, shaping functional and technical solutions rather than only coordinating delivery.
  • You structure project governance, planning, risks, actions, and decision-making across all project phases.
  • You facilitate and lead workshops, ensure alignment between stakeholders, and keep projects on track in terms of scope, timing, budget, and quality.
  • You support and contribute to negotiations with social partners and unions in the context of HR policy changes.
  • You coordinate closely with business analysts, process owners, key users, and IT teams to translate HR strategy into concrete systems and processes.
  • You oversee the implementation of HR solutions within SAP S/4HANA HR and SAP SuccessFactors, ensuring functional coherence and adoption.
  • You ensure change management, communication, and stakeholder engagement are embedded throughout the projects.
  • You evaluate outcomes, capture lessons learned, and contribute to continuous improvement across HR transformation initiatives.

What are we looking for?

  • You have at least 10 years of experience in HR project management, preferably in large and complex organizations.
  • You have proven experience leading HR transformation projects involving SAP HR (PA, OM, Time, Payroll) and SAP SuccessFactors.
  • You have strong expertise as a Business Analyst in the HR domain, including functional and technical specification writing.
  • You have experience with job classification systems, reward structures, and performance management with compensation impact.
  • You have experience with pension plans and/or the establishment of collective labour agreements (CCTs).
  • You have experience supporting or participating in social dialogue and union negotiations.
  • You have a solid understanding of HR processes across the full HR lifecycle, including talent management and succession planning.
  • You demonstrate a systemic and end-to-end vision of HR information systems and their integration with business processes.
  • You are structured, analytical, result-oriented, and able to manage priorities in complex environments.
  • You communicate clearly and convincingly with management, business stakeholders, and technical teams.
  • You are fluent in French or Dutch, with professional working proficiency in English.
