You will lead IT projects in a complex, multi-stakeholder public-sector environment where digital solutions support essential city services and internal operations.

The role involves managing projects from initiation to delivery, often across multiple departments and business units, with high expectations around governance, transparency, and stakeholder alignment.

You will operate in environments where structure, clear communication, and adherence to methodology are critical. This role suits experienced IT project managers who are comfortable combining delivery ownership with business analysis, coordination, and stakeholder management in regulated contexts.

Your responsibilities include

  • Leading IT projects from initiation through delivery, ensuring scope, timing, and quality are controlled.
  • Applying structured project management methodologies to plan, execute, and monitor projects.
  • Managing project scope, planning, risks, issues, and dependencies.
  • Facilitating workshops and working sessions with business and IT stakeholders.
  • Translating business needs into functional specifications.
  • Coordinating internal teams, external suppliers, and partners.
  • Managing stakeholder expectations and ensuring alignment across departments.
  • Monitoring progress and reporting status, risks, and decisions clearly.
  • Supporting procurement-related activities and supplier coordination.
  • Ensuring compliance with agreed governance, standards, and processes.
  • Contributing to knowledge sharing and continuous improvement of project practices.

What are we looking for?

  • You hold a Bachelor’s or Master’s degree.
  • You have at least 5 years of proven experience as an IT Project Manager in development and/or infrastructure projects.
  • You have demonstrable experience applying project management methodologies such as PRINCE2 or PMBOK.
  • You are familiar with core project management techniques and tools, including planning, risk management, issue management, and scope control.
  • You have hands-on experience performing business and/or functional analysis.
  • You have proven experience with stakeholder management in complex organizations.
  • You have experience leading IT development and/or infrastructure projects.
  • You are fluent in Dutch at CEFR level C2 (hard requirement).

Nice-to-Have

  • Experience working in public-sector or government environments.
  • Experience facilitating workshops.
  • Familiarity with ITIL.
  • Experience negotiating with external suppliers.
  • Experience using MS Project, PowerPoint, and Excel.
