We’re looking for an experienced Program Manager to lead complex digital transformation initiatives within the public sector. You’ll oversee the continued evolution of a large-scale platform that consolidates data on employment and social rights across Belgium, ensuring efficient data exchange, automation, and fraud prevention across multiple partner institutions.
Your mission: drive large strategic programs that modernize how social data and compliance are managed — from early fraud detection to automated enforcement and interoperability between agencies.
This role combines strategic leadership, program governance, and hands-on technology delivery. You’ll steer multi-million-euro transformation programs, coordinate cross-functional teams, and ensure progress across development, architecture, and business domains.
Key Responsibilities
- Lead and deliver complex, multi-stakeholder programs with budgets exceeding €2M per year.
- Define and monitor program roadmaps, ensuring timely delivery of milestones.
- Manage cross-functional collaboration between internal IT, business teams, and external partners.
- Oversee PI Planning and ensure agile alignment of epics, PBIs, and priorities.
- Identify and mitigate program risks and interdependencies.
- Coordinate reporting and governance with senior leadership and steering committees.
- Support technical follow-up across all stages of the ICT solution lifecycle.
- Foster alignment and transparency between multiple social insurance funds and agencies.
What are we looking for?
Must-Have Skills
- Proven experience (8+ years) as a Program Manager, Transformation Lead, or Executive Project Director in large digital environments.
- Demonstrated success managing complex transformation programs (€2M+ annual scope).
- Experience leading IT tool implementation or digital platform rollouts in large organizations.
- Strong grasp of business, application, and technical architecture.
- Solid knowledge of program management methodologies (certifications such as PMP, MSP, PRINCE2, or PMI-ACP are a plus).
- Experience with Scaled Agile Framework (SAFe) and Agile delivery models.
- Familiarity with Azure DevOps for program tracking and delivery.
- Excellent stakeholder management, negotiation, and leadership skills.
- Native-level proficiency in Dutch or French, with working knowledge of the other language; English is a plus.
Nice-to-Have Skills
- Prior experience within the Belgian Social Security ecosystem (OISZ, insurance funds, or related institutions).
- Background in fraud detection, compliance, or data-driven governance programs.
- Experience integrating data flows and automated control mechanisms across public-sector platforms.
